Pennsylvania’s EITC (Educational Improvement Tax Credit) and OSTC (Opportunity Scholarship Tax Credit) programs allow businesses to earn tax credits in return for donating to school choice scholarship programs. This program allows Pennsylvania students to attend schools they would not otherwise be able to afford. However, the program, as currently structured, is capped which discourages increased support from the business community and thus denying thousands of students the necessary funds to choose their educational institution. HB 800 would raise these tax credit caps promoting greater investment in scholarship programs.
